According to a February 2026 profile in the Saudi daily Okaz, he first learned from his father, then joined the Muadh ibn Jabal circles in Mecca, where he memorised half of the Quran with his teacher Abdulmunim Khalid Al-Madani. He completed his memorisation with several sheikhs, among them Abdullah Abkar, Ahmed Mustafa and Muhammad Omar Fallatah.

In April 2022, during Ramadan, the YouTube channel of Sharjah's Islamic Affairs Department published a video of Sheikh Mukhtar Al-Hajj leading the night (Qiyam) prayer at Al-Firdous Mosque in Sharjah.

Okaz reports that he holds an ijazah in the Hafs ʿan ʿĀṣim narration and that he had been teaching the Quran for more than twelve years. In Quranic competitions in Mecca he took first place in the Al-Tahbir fi Kalam Al-Khabir competition and second place in the Quran competition at Al-Badiwi Mosque on Jabal Al-Nour. His complete murattal recitation in Hafs ʿan ʿĀṣim, covering all 114 surahs, is published on mp3quran.
